Kenya-Denmark Partnership

Strategy for Development Cooperation 2006-2010

Poverty has increased from 49 % in 1990 to 56 % in 2003. ¾ of the poor live in rural areas. Arable land is scarce. More women suffer from poverty than men.

Kenya’s Economic Recovery Strategy for Wealth and Employment Creation 2003-2007 (ER-SWEC) aims at economic growth, equity and poverty reduction, and governance through public sector reforms, including anti-corruption measures.

The Danish strategy aims at: support to government reforms, harmonisation with other donors, and a shift from project to sector programme support. Target sectors are agriculture, business, health and water & sanitation. Support to government reforms is also included. The scope for sector budget support will be explored.

The Environment Programme, the Refugee-Affected Areas Programme, the Private Sector Programme and counter-terrorism are outside the country programme. Danish support for the road sector will be terminated. Performance goals have been established, based on the targets and indicators laid down in the ERSWEC.
