ANNEX 2: QUESTIONS TO THE DANISH ORGANISATIONS

ISSUE 0 FRAMEWORK CONDITIONS FOR CIVIL SOCIETY
1 The partner organisation: Provide an example of how changes in overall framework conditions for civil society have influenced the work of one or several partner organisations, and assess if these have been positive or negative.
2 Influence: How and with what methods has the Danish organisation supported the partner in exerting influence on overall framework conditions for civil society?
3 Network: Provide an example of how one or several partner organisations have cooperated with other civil society organisations with a view to improving the framework conditions for civil society development.

ISSUE 1 RIGHTS-BASED AID, ADVOCACY AND VIBRANT DEBATE
4 Rights-based work: How and with what methods have partner organisations and target groups enhanced their capacity for rights-based work?
5 Human rights standards: How and with what methods have partner organisations contributed towards respect for human rights standards, for example in relation to international conventions?
6 Access to services: How and with what methods have partner organisations enhanced their capacity to secure the target groups’ access to services and other resources from the state or from other actors?
7 Advocacy: How have partner organisations and/or target groups strengthened their advocacy in order to:
- Create policy changes at the central or local level?
- Influence legislation or the implementation of existing laws, as well as the distribution and spending of public funds?
8 Public debate and opinion formation: How have partner organisations worked to set new agendas, as well as to form public opinion and debate?

ISSUE 2 AID EFFECTIVENESS AND HARMONISATION
(THE PARIS DECLARATION AND ACCRA AGENDA FOR ACTION)
9 Ownership: Which initiatives, methods and tools has the Danish organisation used to promote partner organisations’ ownership of the joint development cooperation?
10 Transparency: How and with what methods has mutual transparency in the decision-making processes and administration of the Danish organisation and its local partner organisations been enhanced?
11 Alignment: What initiatives, methods and tools has the Danish organisation used to align itself to the partner organisations’ systems and procedures, both in terms of adapting its own requirements and reporting, and by developing the systems and procedures of partner organisations?
12 Harmonisation: How and with what methods has the Danish organisation enhanced the degree of harmonisation and coordination between international organisations/donors cooperating with the same partners?

ISSUE 3 PARTNERSHIP AND REPRESENTATIVE, LEGITIMATE AND LOCALLY BASED CIVIL SOCIETIES
13 Partnership: How and with what methods has the Danish organisation contributed to strengthening mutual partnership among equals?
14 Added value: What experience and capacity has the Danish organisation brought to its partnerships which make a special difference to the workings of partner organisations?
15 Democratic structure and practice: In which manner have partner organisations’ democratic structure and practice been strengthened with a view to securing roots in the local population, representativeness and legitimacy?

ISSUE 4 CAPACITY DEVELOPMENT OF CIVIL SOCIETY ORGANISATIONS
16 Context: How and with what results have partner organisations been supported in responding adequately to demands from their surroundings?
17 Results orientations: How and with what (innovative) methods has the Danish organisation sought to strengthen partner organisations’ ability to perform in accordance with plans and strategies?
18 Effectiveness: How and with what (innovative) methods have partner organisations been supported in achieving appropriate internal functioning through the building of effective and suitable systems and procedures?
19 Relations and networking: How and with what (innovative) methods have partner organisations enhanced their capacity to engage actively in external relations and networking?

ISSUE 5 FRAGILE STATES AND SITUATIONS
20 Context: How and with what methods does the Danish organisation seek to adapt its support to difficult working conditions?
21 Partnership: How does the Danish organisation cooperate with local, other Danish and international civil society organisations in fragile situations?
22 Stabilisation: In what manner and with what methods has the Danish organisation’s work contributed to conflict resolution, stabilisation (including stabilising service delivery) and reconciliation?
23 Transitional aid: How does the Danish organisation seek to improve the transition from short-term humanitarian interventions towards long-term development cooperation?
